Senior Cost Analyst

Design to Delivery Inc is looking for a Senior Cost Analyst to support a government customer in Springfield, OH.


The Senior Cost Analyst will provide expert assistance to support price/cost estimating and quote/proposal evaluations, including price/cost analysis, cost realism and technical quote/quote analysis, including but not limited to:

  • Conduct cost and price analyses. Develop and apply analytic methodologies including cost estimating and earned value management.
  • Support government acquisition project managers and contracting officers by conducting the analysis of complex, cost type proposals, pre-award surveys and invoice audits
  • Analyze cost proposals and advise on reasonableness, allowability and allocability of direct and indirect elements
  • Conduct cost realism and probable cost analysis by reviewing the offeror’s methodology in arriving at the proposed cost of each element and provide recommendations with the proposed amount
  • Analyze and document price negotiation positions for various elements and costs
  • Conduct assessments and analyses of Independent Government Cost Estimates (IGCEs) and other estimating documents for completeness and consistency, ensuring the cost estimates are in compliance with federal guidelines
  • Conduct technical reviews on various cost elements (such as material, labor and profit) and prepare a cost/price analysis report of conclusions reached
  • Evaluate cost proposals and analyze offerors’ past performance in the area of cost control on similar procurements and their use of standards and/or other quantitative techniques in producing like or similar items
  • Review the adequacy and soundness of the offerors’ credit and financial position, evaluating financial statements, commercial credit reports, cash flow, and guaranteed loans to establish financial capability
  • Evaluate proposals for compliance with Defense Contract Management Agency (DCMA) and Defense Contract Audit Agency (DCAA) standards
  • Analyze offeror’s accounting system for adequacy in accumulating cost and managing cost-type contracts
  • Prepare pre and post price negotiation memoranda and other supporting documentation
  • Assist contracting officer’s and CORs with the review of invoices as requested
  • Assist with review of final and interim incurred cost audits for closeout


  • Must have a Bachelor’s degree in business, finance or equivalent field plus at least ten years of relevant experience and at least three years of which is at the senior level
  • Must have Federal contracting experience working with various contract types and working knowledge of Federal Acquisition Regulation (FAR)
  • Possess excellent oral and written communication skills
  • Ability to interact professionally with senior staff and senior government officials, exhibiting decorum and discretion at all times
  • Individual must be self-motivated, a fast learner and able to complete tasks with minimal direction and supervision
